I use a wax pencil that fingernail artists use to position gems and other small objects. The advantages over tweezers are that stickiness is not a problem and cleaning them is done with a pencil sharpener, putting too much force doesn't launch your part across the room, and orientating a part is by simply rolling the pencil in your fingers. Cheap, takes up no room.
